What is ASTM E1527-21?

ASTM E1527-21 is the current standard practice for Phase I Environmental Site Assessments, published by ASTM International. It defines the scope, methodology, and reporting requirements that make a Phase I defensible to lenders, regulators, and legal counsel. The SBA and most commercial lenders require Phase I reports to conform to this standard.

What is a Recognized Environmental Condition?

A Recognized Environmental Condition, or REC, is the presence or likely presence of hazardous substances or petroleum products that may have released into the environment. Identifying and documenting RECs is the primary purpose of a Phase I ESA. The report classifies findings as RECs, Controlled RECs, Historical RECs, or de minimis conditions.

Does a Phase I ESA cover asbestos or lead paint?

No. A Phase I ESA under ASTM E1527-21 addresses hazardous substances and petroleum products. Asbestos and lead-based paint are non-scope considerations, meaning they are noted if observed but not formally investigated. A separate asbestos inspection or lead survey is required if those materials are a concern. Black Pine provides both.
